Chairman Eugene Blackwell

Eugene Blackwell is the Chairman (President) of the Theta Mu Lambda Charitable Foundation (TMLCF), an organization committed to supporting educational excellence and community development. Since joining the foundation in 1995, Eugene has served as and treasurer for approximately 15 years, demonstrating his dedication to financial stewardship and organizational growth. Under his leadership, TMLCF has significantly expanded its outreach and impact, awarding over $250,000 in scholarships to high school graduates pursuing higher education.
Eugene's strategic vision and commitment to service have been instrumental in the foundation's success. He actively oversees scholarship programs, fundraising initiatives, and community engagement activities that promote educational opportunities and leadership development among youth. His efforts ensure that TMLCF continues to fulfill its mission of empowering the next generation through education and mentorship.
Beyond his role with TMLCF, Eugene is deeply involved in his community and professional life. He is a life member of Alpha Phi Alpha Fraternity, Inc., Theta Mu Lambda Chapter, where he has served as past president and currently holds the position of financial secretary. Eugene is also a member of New Faith Baptist Church International, contributing to the Music Ministry and Christian Education.
He retired honorably as a Colonel (O-6) in 2014 from the Army National Guard and Reserve after serving in various leadership roles, including Platoon Commander, Battalion Detachment Commander, Commander of the Health and Dental Clinic, and Battalion Commander. Eugene has been an active member of the VFW since 2009, joining VFW Post 311 as a Life Member.
Eugene earned his Veterans of Foreign Wars (VFW) eligibility by serving on active duty in support of Operation Enduring Freedom in Afghanistan from December 10, 2008, to September 7, 2009. Nationally, Eugene contributes as a member of the National Bylaws Study Group, developing by-laws that impact approximately 900,000 members. He is a Gold Legacy Life Member, a Centennial Life Member of the VFW National Home, and a member of the Military Order of the Cootie – Pup Tent 42. Eugene's commitment to VFW was further recognized when he was elected as the Department Senior Vice Commander during the 2024 State Convention.
Additionally, he has worked for over thirty years as a Registered Pharmacist with the Department of Veterans Affairs. He received his Pharmacy degree from the University of Illinois College of Pharmacy and his Master of Business degree from Governors State University.
Eugene is married to Mattie Blackwell, and they have three adult children and three grandchildren.
